He was born in [http://en.wikipedia.org/wiki/Delhi Delhi], Haqqee acquired his BA from [http://en.wikipedia.org/wiki/Aligarh_Muslim_University Aligarh Muslim University]. He obtained a Master's in English literature from [http://en.wikipedia.org/wiki/St._Stephen's_College,_Delhi St. Stephen's College, Delhi]. His father, Ehtashamuddin Haqqee, wrote short stories, a study of [http://en.wikipedia.org/wiki/Hafez Hafez], ''Tarjuman-ul-Ghaib'', a translation of ''Diwan-i-Hafiz'' in verse and compiled a dictionary. 

Haqqee recited his first [http://en.wikipedia.org/wiki/ghazal ghazal] at an annual poetic gathering of St. Stephen's College.
