He represented the riding of [http://en.wikipedia.org/wiki/Bramalea-Gore-Malton Bramalea-Gore-Malton] in the [http://en.wikipedia.org/wiki/Legislative_Assembly_of_Ontario Legislative Assembly of Ontario], for the [http://en.wikipedia.org/wiki/Ontario_Liberal_Party Ontario Liberal Party].

Kular was born to a [http://en.wikipedia.org/wiki/Sikh Sikh] family in Punjab, and received a medical degree from [http://en.wikipedia.org/wiki/Guru_Nanak_Dev_University Guru Nanak Dev University]. He moved to Canada in 1974, and completed two years of residency training in [http://en.wikipedia.org/wiki/paediatric paediatric]s at the [http://en.wikipedia.org/wiki/IWK_Health_Centre IWK Health Centre] at [http://en.wikipedia.org/wiki/Dalhousie_University Dalhousie University] in [http://en.wikipedia.org/wiki/Nova_Scotia Nova Scotia]. He then worked for two years at the [http://en.wikipedia.org/wiki/CFB_Halifax Canadian Armed Forces Hospital] in [http://en.wikipedia.org/wiki/City_of_Halifax Halifax, Nova Scotia] before starting a family practice in [http://en.wikipedia.org/wiki/Campbellton,_New_Brunswick Campbellton, New Brunswick] in 1978.  

In 1986, Kular founded a family and sports medicine clinic in [http://en.wikipedia.org/wiki/Brampton,_Ontario Brampton, Ontario], a city which has a large number of recent [http://en.wikipedia.org/wiki/Indo-Canadian Indo-Canadian] immigrants. He was also a founding member of the [http://en.wikipedia.org/wiki/Northern_Indian_Medical_and_Dental_Association_of_Canada Northern Indian Medical and Dental Association of Canada]. 

In the [http://en.wikipedia.org/wiki/Ontario_general_election,_2003 2003 election], Kular defeated incumbent [http://en.wikipedia.org/wiki/Progressive_Conservative_Party_of_Ontario Progressive Conservative] [http://en.wikipedia.org/wiki/Raminder_Singh_Gill Raminder Singh Gill] by about 4000 votes in Bramalea-Gore-Malton-Springdale. He was a member of the [http://en.wikipedia.org/wiki/Speaker_of_the_Ontario_Legislature Speaker of the Ontario Legislature]’s multi-party delegation in June 2005 to the 43rd Canadian Regional Conference for the [http://en.wikipedia.org/wiki/Commonwealth_Parliamentary_Association Commonwealth Parliamentary Association] in [http://en.wikipedia.org/wiki/St._John's,_Newfoundland_and_Labrador St. John's], [http://en.wikipedia.org/wiki/Newfoundland_and_Labrador Newfoundland]. 

In the [http://en.wikipedia.org/wiki/Ontario_general_election,_2007 2007 election] Kular was re-elected in the newly reshaped [http://en.wikipedia.org/wiki/Bramalea—Gore—Malton_(provincial_electoral_district) Bramalea—Gore—Malton], defeating the closest candidate, Progressive Conservative Pam Hundal, by about 6,000 votes. 

In the [http://en.wikipedia.org/wiki/Ontario_general_election,_2011 2011 election] he was defeated by NDP candidate [http://en.wikipedia.org/wiki/Jagmeet_Singh Jagmeet Singh] by 2,120 votes. 

Dr. Kular served on the [http://en.wikipedia.org/wiki/Standing_committee Standing Committees] on Estimates, Social Policy, Regulation & Private Bills and the [http://en.wikipedia.org/wiki/Select_committee_(Westminster_system) Select Committee] on Electoral Reform through his three terms. He was [http://en.wikipedia.org/wiki/parliamentary_assistant parliamentary assistant] to the [http://en.wikipedia.org/wiki/Ministry_of_Citizenship_and_Immigration_(Ontario) Minister of Citizenship and Immigration], [http://en.wikipedia.org/wiki/Democratic_Renewal_Secretariat Minister Responsible for Democratic Renewal], and to the [http://en.wikipedia.org/wiki/Ministry_of_Health_and_Long-Term_Care Minister of Health and Long-Term] in order by period of service.

Dr. Kular is an avid jogger and enjoys skiing, gardening and traveling.
