Neal holds a BA from the University of Victoria, a MSW from Wilfred Laurier University (Ontario) with additional course work in human relations and counselling studies from the Univeristy of Waterloo, adult education courses from the the University of BC, and has completed the Library Technician Diploma at Langara College, Vancouver, British Columbia. Before becoming a web publisher, Chan worked as a Staff Development Coordinator and Staff Training Program Developer, Provincial Ministry of Human Resources in such locales as British Columbia's Sunshine Coast, North Shore, North Vancouver, Burnaby, New Westminster, Coquitlam, Port Moody, and Maple Ridge Regional and District Social Welfare. At the Rehabilitation and Adult Mentally Handicapped Service, he worked with social workers, family support/child care workers and administrative support staff.
