Neal holds a BA from the University of Victoria and a MSW from Wilfred Laurier University with additional course work in a Library Technician Diploma at Langara College, Vancouver, British Columbia.

Before becoming a web publisher, Chan worked as a Staff Development Coordinator and Staff Training Program Developer, Provincial Ministry of Human Resources in such locales as British Columbia's Sunshine Coast, North Shore, North Vancouver, Burnaby, New Westminster, Coquitlam, Port Moody, and Maple Ridge Regional and District Social Welfare. At the Rehabilitation and Adult Mentally Handicapped Service, he worked with social workers, family support/child care workers and administrative support staff. All of these occupational experience occurred between 1978 and 1984.

At Provenance.ca for librarians, archivists, and information professionals, Neal was the founding web publisher 1995- 2010. [1]

NetPac.com in 1995 was the original home of Provenance the web magazine for librarians, archivists, and information professionals. Neal and his informal group of associates included librarians, library technicians, published writers, illustrators, etc. They have since used NetPac.com as a service promoting the "findability" of a wide range of specialty/boutique web sites and services. Provenance is catalogued at the State Library, New South Wales, Australia. [3]

Provenance: electronic magazine for information professionals was selected for preservation by the National Library of Australia. This title is not scheduled for re-archiving. The publisher's site may provide more current information. [4]

The Vancouver Online User's Group (VOLUG)

This is an informal organization of more than 100 librarians and information professionals who are interested in information technology, online database searching and other computer applications in libraries. While the majority are from special libraries (including government and corporate sectors), VOLUG's members include professionals from the academic and public library communities as well as freelance and consulting practitioners.
