1. Maintains and perpetuates the traditional Chinese culture.
2. Assists newcomers to adjust to their new life in Canada.
3. Promotes the well-being of the community and strengthens unity among the community.
4. Offers: Chinese folk-dance, songs; Chinese language, handicrafts and arts classes; Tai Chi; Community work; Employment counselling; Chaperonage and interpretation services.
5. Organizes workshops on diverse topics such as employment, welfare, business, culture and development, transportation.
6. Has collection of heritage resources including a library, archives and museum.
7. Publishes INDOCHINA CHINESE NEWS (monthly);
8. Manages City Oasis Apartment Complex;
