Neal Chan is a specialty/boutique web publisher operating out of Vancouver, British Columbia. As Neal Chan & Associates, he is the owner of the NetPac.com specialty since 1995.

NetPac.com builds professional, cost effective, findable web sites and web promotions for small specialty retail, manufacturing, professionals and community projects. NetPac web publisher, noted for the Provenance magazine/search engine optimizes findable web site marketing for libraries and retail professional manufacturer sites in the Vancouver-Asia-Pacific region, 四個為什麼. Neal holds a BA from the University of Victoria and a MSW from Wilfred Laurier University with additional course work in a Library Technician Diploma at Langara College, Vancouver, British Columbia.

Before becoming a web publisher, Chan worked as a Staff Development Coordinator and Staff Training Program Developer, Provincial Ministry of Human Resources in such locales as British Columbia's Sunshine Coast, North Shore, North Vancouver, Burnaby, New Westminster, Coquitlam, Port Moody, and Maple Ridge Regional and District Social Welfare. At the Rehabilitation and Adult Mentally Handicapped Service, he worked with social workers, family support/child care workers and administrative support staff. All of these occupational experience occurred between 1978 and 1984.
